OP - $21k is fair it's not high it's not low either, you are paying full MSRP + TAX + a small mark up for the broker which seems fair in today's climate. Your not getting a deal but if your stuck on the blue dial it's one way to go about it. Question is do you want it that bad. Have you tried them on in other colors?

As a reference point a pre-owned one recently sold for $16,850 within 1 day of listing.

I am looking for one myself. There is one in classifieds asking 23.6K. The one before that a few months back was asking 26. Maybe market is softening. Then again, maybe not but I am still going to be looking at around MSRP for one of these.

I will be putting my 15400st blue dial up for sale soon, just serviced from AP and I am the original owner purchased in 2017. Not a single scratch and looks brand new. For reference, I was planning on listing around $23k.

One need not be a watch dealer to determine what the watches are listing for....and dealers aren't stupid; they won't list it for $5K over market.

Big different between what dealers ask and what they are actually selling for, same story different prices for private sellers. Besides my example I saw another Blue dial from local private seller got for about $17.5 pre owned.

that one for $16k is a stupid deal and a mark of a seller that just didnt check the market for the past year. that was the price in 2017, in late 2018 these are $23-$25k watches. man i wish i saw that one for 16k hahah

First has visible dings around edges of bezel at 10:00 and 4:00, and something doesn't look right on polished section of bezel between 9:00 and 10:00. Second one had one picture posted at small size, difficult to determine condition with such a small photo. Both from folks with low post counts.
