Does this Datejust checkout?

Hello, i'm looking at possibly purchasing this watch tomorrow and have some minor concerns. Would love to get your opinion.

It is a datejust 16220 from 1991.

My questions are:

1. Is the dial correct and original? Although i'm new to older datejusts, I haven't seen any other datejusts from this period to have this specific dial (mainly the outer ring)

2. Does it look as if has been polished much?

3. Between the 57 and 59 on the outer minutes track, it seems to be darker there. I was thinking it was dirt or something? Should I be concerned about this and can it be corrected.
