When were these green pouches replaced by the clear slimmer ones?

I can't say the packaging for Rolex anchors changed from the green pouch to a clear plastic bag, since I've not seen one in a green pouch. I can state that the last of the anchors were contained in a clear plastic sleeve until being discontinued.

From the watches I have seen I think it was some time in the late 70s.That said it could vary between countries, but I think that somewhere in the late 70s/early 80s is a good estimate.

Hi, I found the anchor and string. It also came with this green pouch, but I thought it was for spare links
