It's an easy fix for someone who knows what he/she is doing. Pop off the bezel, pop out the insert, reinstall the bezel ensuring the click spring engages the 120 teeth in the bezel and that the bezel turns freely in both clockwise and counter-clockwise directions, clicking as the bezel rotates. Next, make sure the click spring is centered in the valley between any random two teeth. With the bracelet removed, place the watch on a flat surface case back down and carefully align the triangle on the bezel insert precisely with the triangle on the dial and press the top of the insert into the bezel. Finally, working your way around the insert from the top on both sides, press the insert into the bezel with your thumbs until it fully clicks into place.

This photo shows the bezel installed with the click spring properly engaged. The earlier click springs are shorter than the later one shown here, but both will work. This is what it should look like before reinstalling the insert with the dial and insert 12 o'clock triangles properly aligned.

This watch is a 16710.
