Anomaly

New Sub Date: Sometimes the minute hand arrives at the minute marker at the same time the second hand strikes 12 and sometimes it doesn’t. Is this unusual? Does anyone have an explanation?

If you mean that is happening as the hands pass through an hour uninterrupted, then no that’s not usual.

If you mean sometimes it happens consistently after resetting then you just set it a bit off.

Just normal gear slack in the drive train.

I've had a few Rolex watches where this happened, with the minute hand arriving at 12 a few seconds fast or slow over the day (maybe 10 secs either way). Oddly enough this doesn't seem to happen for me on other watches, including old Seikos, Tudors, etc.

No not unusual, mine is doing this now, just doesn't bother me.
