One of my friends poor guy had his watch stolen, how does he register the watch stolen. He has done the police report etc

Contact the RSC. They will want the specifics from the police report and then will flag the serial if it comes in for service.

There is no world-wide registry for stolen watches and those found on-line are not associated with anything
