Sounds like a build up of of crud, wrist grime, etc....Rust does not just wipe off, so it was something else.

Had this happen to my Omega Seamaster cleaned it up and seems ok now.

When I was on diving expedition some years ago I was diving two/three times a day six days a week in the sea. I rinsed my Submariner as best I could after each dive but there wasn't an abundance of fresh water. After a couple of months of this the lug holes appeared to have rust around them. I figured that this was coming out from the inside of the springbars. I had it serviced when I got back anyway.
