Happy New Year Toph! That is def not a 164, maybe the seller got the middle no confused....it looks like a 104.

However, most of the dedicated watch sites with 'sales corners' (there are several well-known ones) might prove to be a better place to search for your Panerai.

I would be very careful on eBay unless the seller is well known within the watch community and has a good reputation.
