What do i do?
I was wondering what to do if a banned member has created a new account and is contacting me via pm sending me ridiculous messages?
if anyone could pm me and let me know who would be the one to contact i would appreciate it, because clearly this member won't give up.. unless i should just block this member and let him to continue to hide his identity?

You could consider either reporting the PM or adding the member to your ignore list.
I'd suggest the former so that we can identify and then ban.
