service dial or fake?

two 2004 16610lvs, one with a dial combo i've not seen before, do you think it's a service dial or simply a fake?

just curious looking at other watches, isn't the bottom supposed to be swiss made above 3 shorted lines and then between a full line on each side.

it's actually the other way around. the 2004 lvs should have the 'swiss made' span all 5 ticks... so i'm questioning whether the 3 tick one is either a service dial that was later installed or could be fake even...
