I will do my best to explain.
The stereotypical Irishman in English jokes are often accused of getting things muddled up or being a little slow. In this instance they assumed their job was to entertain Gaddafi by taking him out instead of taking him out in a special forces kind of way. The SAS is the British Special Air Service who are the same as the American Special Forces.

When you have to explain it ... it just doesn't work.
This joke was reported as racist but that's not correct since the Irish are obviously not a race. It's just a stereotype.
