What makes the dial a "special order", as per your title?

Is there a catalogue/website where one can view them?

Currently, Rolex only offers the "stock" configuration of a silver or black diamond dial on a WG DD40 WITH a diamond bezel. Same goes for Platinum. However, an AD can special order just the diamond dial W/O the diamond bezel.

The beauty of the baguette diamonds IMHO is that they look like sticks, but give you a nice flash of color under light.

This is not true. A diamond dial is a normal catalogue option for any DD40.

You are correct that it is a normal catalog option, however, I am not aware of any AD that normally stocks a DD40 WG diamond dial without the diamond bezel. That is why it was a special order.
