Totally different watches. As others said, I'd take the harder one to find now (obviously the blue ROC), and acquire the CE down the road.
I have the 44CE and an RO. The former makes a great daily wearer with its ceramic case but a tad too big to be one IMO. The latter scratches like crazy. Just got myself the CE diver. Best of both worlds and is quite a rare bird. And now to confuse you even more and contradict myself: |

As others have said two different looks. I love both BUT Blue Dial ROC is special and you pay a premium. I'd choose that in your instance
