Comments needed on a tropical dial

Not too familiar with tropical dials, came across this one on an OP.
What do you guys thinks? Seems quite different from other tropical dials i've seen, please give your opinions.

Can't comment on the dial itself but patina on the lume on the hands is green and the markers is cream/white...Something looks off.

Thats purely a damaged dial in my view. I wouldn't wear it, but I can see how some would like it.

Did the dial get repainted between the time pic #1 was taken and pic #2 was made? [I'm looking at the text on the dial as I pose the question]. Speaking specifically about the photographic documentation, these two shots are appear to be heavily filtered/altered, it seems to me, and trying to determine what the watch actually looks like, condition-wise, is a puzzle. Do you have access to better "objective" images? Basically, if you're thinking of acquiring this timepiece you want to be sure that it's stabilized and not in a state of escalating decay, right? Lastly, I would not call this a "tropical" dial.
