If he sells on TZ he might have some feedback on watchnet.com, they have a good guys section and the are a sister site to TZ. I personally would never buy from out of the country, especially a Rolex, just my

There are certain sellers that I trust to get the watches and parts into the US. I have had sellers on two different occasions, one from Hong Kong and one from the UK, ship Rolex parts into the US. I have a good friend who is having a 1680 shipped in from Japan as I type this. The good sellers know their way around the system. Mrdi, I am not familiar with this seller, but his parts look legit and his prices are OK, what items are you looking for? The insert can still be purchased through the RSC's as well as the links so it must be the tropics? The positive is that he takes PP. Sorry that I could not help, not that you would believe me anyway.
Try emailing eyet on TZ, Calvin has really good access to parts.
