Am I correct in thinking that this watch was probably serviced in late December 2007?

Yup, if it's from Heisei era then it's December 29, 2007.

It is the year of the reign of an Emperor.

For example the birth date on my Japanese driver's license the year is written as 36. I was born in the 36th year of the reign of the Showa Era. Emperor Hirohito. Emperor Showa is his posthumous and era name in Japan.

For me I'm clueless but the Japanese have this memorized.

The Heisei Era ( Emperor Akihito ) is what we are currently in so the date 19 would indicate 2007 because 19 is 19th year of the reign of the current Japanese Emperor who was enthroned in 1989. 1989 was the last year of the Showa Era and the 1st year of the Heisei Era. They overlapped.

It is very healthy to get caught out when trying to be a smartar$e. Thank you. That said. I have tried to work out where Mon is based. I suspect it is actually more than one location.
