GV...In addition to being an exceptional watch to wear, it has some unique features (the movement, bracelet, seconds hand, no LEC, green crystal). It's definitely a Rolex with a difference.

And now seriously, I`ve never seen 39mm Explorer in flesh, but I tried Milgauss, and, since it`s not GV (absolute stunner IMHO), and white faced one (I have weakness for white faces!), I think that I would go for Explorer!

Not a tough choice at all-buy the piece *you* like best. If in doubt, try 'em on a few more times and give your purchase some more thought. TRF is the best resource there is, but we cannot determine what's best for you. Good luck with your purchase.

Milguass.
Side by side comparative, the new Explorer 1 just looks odd (Imho). The 36mm Exp is classic and if the size suits, it is very hard to go past.
I reviewed my black face Milguass recently, as it was an almost 30 year journey to get to it after 5 previous Rolex's. Substantial, relatively understated (except for the lightning bolt) unbelievably accurate, and more than likely you can negotiate a very good buy price.
