On a serious note, its happened to me before too at the intersection near my place, actually i had my blinker on, and never received the ticket... surprisingly the brains over at WAPOL was smart enough to detect that it couldnt have been me.

I once got "snapped" at a light. I was already through it when I saw the flash behind me. Never got a picture or a fine in the mail though. I think they (supposedly) review the photos before sending out fines.
