The answer to the OP is Yes, your mother will have to pay her deductible if she chooses to have her insurance company take care of it.. They will attempt to collect from the other party should they be found.

If she chooses to wait for the other party to be found, and if they in fact do have insurance, then their insurance company would foot the bill.
