Can I get some eyes on this 1971 5513?

I've been looking for a late 60's 5513 for a while and came across this 1971 that I pulled the trigger on. Seller is a shop that does mostly new/newer pieces, price was very good, and they've given me an inspection period. I know the hands are not genuine, I bought it planning to address those if they are they only issue here. I also know the pip has been replaced, I don't know if the insert is original but it looks appropriate.

My biggest question is the dial. It's very clean, and while the creamy color of the lumes is what attracted me, I'm suspicious that it's been refinished. The lume plots are very even in color, and some of them appear to be shifted a touch all in the same direction under magnification. Like if someone used a template to put on new plots and the whole thing was shifted a touch to the right. They don't have even degradation from all sides I would expect due to proper aging. The other part of it I'm questioning is serif/non-serif. My understanding of that distinction is the 3/6/9 markers and the E in Rolex. To my untrained eye, this dial looks like it has the serifs on the hour markers, but has the E that you'd find on a non-serif dial.

This is my first Rolex purchase and obviously buying vintage well has many challenges. I've been wrestling with the balance of price/appearance/originality. Originality is important to me.

I've been trying to get eyes on it by a local LA pro but have been having trouble getting in front of someone. Any thoughts on the dial would be appreciated.

I haven't put a UV light on it yet, I have one being delivered tomorrow. Hitting it with a flashlight and then going dark, I get glow on the hands and pip, but zero glow on the lumes. So, either they are correct and totally dead, or someone refinished them with a non-glow material?
