Dumb question - what does the inner 10 - 0 on the dial represent.. Is it a timer of some sort? And how does it work?

I was always told no question is a dumb question

The 10-0 is a ten minute timer. Its function is to count down from ten minutes until the start of the "yachting" regatta. Regatta is a boat race if you didn't know. The two pushers on either side of the crown are used to start stop and reset this timer and if you pull crown out you can reset it too. I don't plan to sail in any regattas soon but I did use the timer last night searing up a steak on the grill .
