Id fill the hole with concrete and fixate a big iron loop in it. When the concrete has set, make a hole in the roof and hire a big crane and lift the concrete block out. If all goes well the watch should come up with the concrete block. Then detach watch from block - easy!

Very interesting, first time I've ever heard of a situation like this. I'm sure if you bend a clothes hanger the right way you will be able to stand it unless non of the bracelet is showing, then it can be a bit tricky.
