Check the model and the person who's wearing it. If he/she seems approachable and I like the watch, I'll compliment him/her with a casual "nice watch".

It's almost never safe to say anything. In most large cities in the western world these days, it is unsafe to leave the house with anything of value strapped to your wrist. Calling someone out in this way will most likely make them uncomfortable.

Yesterday saw a lot of Rolex watches in the Streets. Mainly on folks where you can see on that she just wear it as a symbol of wealth.,.,

when I happen to comment on a watch, it isn’t out of the blue. A non verbal; like catching them wrist checking me or at a party etc. Just running up to a guy in a crowd or dark alley way saying nice Rolex could get awkward lol
