Does Rolex re-issue papers if they are some how lost?

Not too sure about that, but I think they give you some service papers once you have it serviced.

If you're referring to the original warranty document, no. Once its gone, its gone.
As has been stated, a RSC will issue a service document with the watch's serial number after they've overhauled it.
