touched up
i've seen several 5513 / 1680 (red) subs offered on the forum but 99% of the time they are usually in the US & once import duty is added there is little saving to be had...have seen others for sale in London & i understand the 'buy the buyer' scenario but is a dial that has been touched up / reconditioned pretty easy to spot ? is there anything i should be looking out for that may give the game away...

No, it is not easy to spot a touched-up dial.. Also, it is not even easy to know if the "RED" dial is original to the watch......... especially if you get outside of the recognised red dial serial number boundaries..
Truly, if you are not prepared to study and know a correct red from another, it is an area best to stay away from... Of course, a responsible and know seller makes all the difference........
