Two reasons I can think off the bat...
If he falls with the safety clipped on it'll stop him whacking his head against the pole and being knocked out... To carry the camera.... Ok three.... Its the law for companies in relation to insurance and health and safety....? All guesses

I saw this? documentary on television. It was a team of climbers replacing the top section of one of these towers. On a 60" tv it was scary stuff.

I can't even... There are no words!!
That said, er, felt? in the pit of my stomach... oy We have two towers here built in the 1950's and they sort of dominate the landscape. An engineer fell off one last year and they literally had to scrape up his remains. Watching the video I'm surprised it doesn't happen more often! There isn't enough money in the world for me to do that job! Man Falls to His Death
