Why would they cover up the hallmark ?

Ordinarily, yes. But I have seen OQ DD's without the Oysterquartz on the dial. Maybe a replaced dial?

My father-in-law has a quartz DD. It, as all quartz DDs, do not have "Perpetual" on the dial.
