ROO Lug / Strap Questions

I've been looking at a lot of ROOs, and I noticed what seems like 2 types of bands / lugs. What I think is the "old" style has lugs on the outside (kind of standard setup), whereas what I believe is the "new" style has what look like inset hinged lugs, and a staggered band.

So my questions:

1. Am I right in the "old" / "new" assumptions?
2. Are the "old" ones less desirable / resellable?
3. Are there rubber straps available with the old lug setup?
4. Any URLs of stores selling old-style straps?

2. I'd say they are getting very collectible and the price for them have gone up the last couple of years.
3. Not sure about rubber straps but you can get he EOD nylon strap that will fit.
