I have no idea what sort of weird metric they’re using to determine smartness or even what they there “defining” smartness to be?

The criteria are in a link that was part of the OPs original linked article.
But their application does seem somewhat subjective in how they are scored.

Most of these lists I find subjective. They results are often bendable.

What defines city size, what about where Silicon valley is and again while not American Raleigh I thought was pretty sharp, at least it is in Biotech which is what i am involved in.
