As my tiny knowledge about Rolex, I know that one model that being used this new spring is GMT II Ceramic.... My question is,

1) Is that any another model also being used this new spring....(YM II ?, Milligus?

2) Or How about other models that just made really recently eg. Sub--LV--?? Oh! If now I really interested in LV, Do they still making it recently? Any news that they are going to discont? For the leatest year make, Is it engrave with RL inside at the edge of dial?

The following Rolex movements have the Parachrom Bleu hairspring:

1)

Daytona Cal. 4130
GMT IIc Cal. 3186
YM II Cal. 4160
Milgauss Cal. 3131 and
(possibly), still not verified, yet: the Cal. 3185 beating inside the latest Explorer II's.

2)

The LV has not been discontinued, yet. We will know more after the Basel Fair. As for the CRB (Chapter Ring Branding), the LV has it now, too (depending on the serial number).

So for LV, we have to wait and see after Basel 08 then we will know for sure right?

As you mention that "Cal. 3185 beating inside the latest Explorer II's I have not seen the new EX II yet( I mean in term of design, Do they already have launched of new design??) Or they just the same design as before but they might put a new movment?

No. There have been no recent (outer) updates to the design of the Explorer II. But there have been reports that the Parachrom Bleu hairspring has been seen installed in the Cal. 3185 movt. that now only beats inside the Explorer II.
The Cal. 3185 movt. was also used in the (old-style) GMT II's until they were discontinued in 2007.

I don't have a M Exp II but if I did, I'd open it to confirm once and for all if it has a 3186 ticking inside. Hard to believe no one has done this yet.
