Double stamp on vintage clasp?

This seems rather odd to me - thought someone might have an explanation (or maybe just a good laugh).

I have been looking for an older 20mm bracelet, 70s era. The clasps back then often have a two digit year code and a 1 digit code on top, inverted to the logo.

This is the first time I've seen a double stamp above the year.

Is this just a bad knock-off - or is there something meaningful/legit in the stamp.

All of mine have the quarter and year indented in the clasp, like photo 2.
It does seem weir to have a raised quarter and year stamp????
