Basically, you deal out a whole deck of cards with the kings and aces removed and then roll a pair of dice four times to determine which horses "scratch" and therefore are out of the race. Say you roll a 5, 6, 7, and 8, anyone with those cards in their hand has to pay a certain amount of money and throw the cards away. From there on out, each person rolls the dice to see if they can get one of the remaining horses to move up one spot until it reaches the finish line. If you roll a 5, 6, 7, or 8, then you pay the scratch cost for that card.
