Tudor is manufactured by Rolex for a slightly downscale market.

Rolex started producing the Tudor brand name in 1946. Sales were discontinued in 2004 in the U.S., but they are still sold in Canada, Europe, and the Far East.

The link posted by Noonan is a good info source.

The way it was explained to me ... Rolex sells Tudor. Tudors have all the outer hardware (oyster case, crown, bracelet, crystal, etc.), but have non-Rolex movements, which allows them to be sold for a lower rate.

Tudor is a wholly owned subsidiary of Rolex S.A.

They share the exact same address and manufacturing facilities/grounds.. however, as has been said, they purchase already made movements for installation..
