My initial thoughts are: fake.

Refinished dial with added Rolex signatures on a vintage chronograph watch...

Additional images would be needed at the least to say anything more.

... they seemed to have forgotten to remove the paint from the ends of many of the markers ... LOL - should at least have tried harder ...
