Submariner 16610
Does the Submariner released the year before the Kermit (2003) attract any premiums? There seems to be a supply shortage in good condition. The ones I have seen are without papers / boxes over polished etc

No any 16610 is just a regular mass produced watch, not a rare collectable watch at all.
Not saying they are not nice

One of the issues with the dating serials is they're not perfectly accurate and one serial prefix doesn't necessarily link it to one specific year.

They made hundreds of thousands of 16610’s. They will never be rare. You can buy one that is ‘over-polished’ and have it fixed to look like new from Rolliworks or many others like them. After a service any 16610 will look brand new.
