The UK is small and really only a few cities where everything is concentrated and those cities also have a ton of big spenders and wealthy foreigners and a 20% included VAT is reclaimable. So its a lot of UK specific factors that have contributed to the situation.

Oh really? I would disagree based on my attempts to buy at AD's here. Still looking for one more (SD43) and coming up empty and have expanded my search to AD's in other markets. Dead.
