No, they're not. Many markets, especially those mentioned, are provided bulk watches to several local distributors by the mother ship. Check the hundreds of Distributor Market codes.

Those distributors are not obligated to portion watches out if the numbers are not lucky, the Dealers don't pay up front, their brother in law wants some, Dealerships go belly-up, or a host of other reasons. Bulk buyers are out there waiting, just like Costco, Joma, Furman, and others, to buy up all this excess. Some cultures will turn their unsold inventory back in and demand new, because sitting too long is bad luck for the owner.
