I was setting the time on my Explorer this morning and when I pushed the crown in it failed to release the hand movement. Tried several times and screwed the crown back in but now the movement won't wind. Just hand movement.

I have never had that happen. How old is the watch - perhaps it's time to be serviced?
At any rate it sounds like you will be getting it serviced sooner rather than later - sorry.

Mine also has similar issue, sometimes after it's stopped and I unscrew the crown and start winding in 1st position for example 20 time the watch doesn't start, then I have to take crown to 2nd position and change time and then when I take it back to 1st position the second hand starts.

I’ve never had this happen. Sounds like it’s time for a service. At 10 years, that’s to be expected, so while perhaps inconvenient and unplanned, like you said, this is reasonable. Sorry to hear this though. It’s a bummer for sure.
