Is there a "correct" way to set two time zones on a GMT Master II?

I am seeing different videos on how to use the GMT hand on a GMT master II. Some are setting the GMT hand to local time and then moving the bezel. Others are setting the time on the GMT hand first and then setting the local timezone with the hourand minute hands.

What is the proper way of doing it? Is there a proper way?

The GMT is capable of showing three time zones via the bezel, hour hand and GMT hand. There is no "proper way" but Rolex have a manual that tells you how to set it on their website

When I get my BLNR, I’m setting both hour and GMT hand to local time where I live (EST), and when I travel I’m setting the hour hand to local time where I’m visiting (e.g. PST if I’m in Seattle).

That’s what I’m doing. I don’t really care if I’m supposed to use it a different way.

I set the 24 hour hand to the second time zone and then the local time.

ADJUSTING THE LOCAL TIME
(crown in position 2)
When travelling, to adjust local time only (without affecting the 24-hour reference time display), follow the steps in the order given:
– Unscrew the crown and then pull it out
to the first notch.
– Set the local time by turning the crown
in either direction.The hour hand moves in increments of one hour.The date is linked to local time and changes automatically when the hour hand passes midnight.
– Push in and then screw down the crown.
The 24-hour hand indicates the time in the reference time zone and allows the wearer to distinguish daytime hours from night-time hours.

DISPLAYING AN ALTERNATIVE
TIME ZONE (setting via the bezel only) An alternative time zone can be displayed by using the rotatable bezel and the 24-hour hand (which usually displays the reference time).
To display the alternative time zone, place the bezel in the neutral position (triangle at 12 o’clock).Then calculate
the number of hours’ difference between the reference time and the time in the desired time zone. If that time zone is ahead (east of the reference time), turn the bezel counterclockwise the same number of hours. If the desired time zone is behind (west of the reference time), turn the bezel clockwise the same number of hours.The 24-hour hand readagainst the bezel indicates the time in the alternative time zone.The minutes are shown on the dial by the centre minute hand.
Example
To showTokyo time (+8 hr compared to Geneva reference time), turn the bezel 8 notches counterclockwise.
To return to the reference time display, turn the bezel in either direction to place the triangle on the bezel opposite the
12 o’clock marker on the dial (neutral position).

I set the 24 hour hand to UTC, then I turn the bezel accordingly to where I am.

The local hour hand stays as my home time.

With the bezel triangle (24) over the 12:00 dial triangle, I set the 24 hour hand to show UTC (Zulu, GMT...). Then I set the independently adjustable jump hour hand to my local time (GMT-8 during the winter). If I travel to another time zone or we switch from standard to daylight saving, I just reset the jump hour hand to the new local time. For example, right now it's 0017 GMT and 1617 (4:17 PM) Pacific Standard Time. My 24 hour hand shows 15 minutes past midnight, and my hour hand shows 4:15 PM. That's eight hours difference. This way I can change the hour hand to a different time zone as I travel without hacking.

Right or wrong I set the GMT hand to GMT and the hour hand to local time and rotate the bezel to whatever time zone I want to track using the GMT hand.

Yes, there is a proper way to set your GMT.

You always set the 24 hr hand and minutes first, (it's not a GMT hand). You set it to whatever time zone you desire as your "anchor" time zone. For many that is home-time, since that is your base of reference. For others it may be UTC (GMT), if that is your reference, or it could be Timbuctoo time.

Last you set the hour hand on the dial. Usually this would be your local time wherever you may be in the world and you can adjust it as you travel through other zones.
