• Will Rolex somehow address scarcity, or is scarcity part of their strategy?

1. Because you can make money buying one for retail.
2. Yes when you can no longer make money buying one for retail.

The rest doesn't really matter whilst the first two are inforce, you've just got to try your luck and speak to the the AD.
