Way back in the day.
As a means to protect their watchmaking industry the USA introduced a limit of 17 jewels on imported watches into the USA before import duties were imposed on any watch that had more jewels.
It's generally accepted that anything more than 17 jewels was an overkill anyway on a basic type of movement.
As advertising the amount of jewels was a common marketing tactic to have it printed on the dial, it's obvious that times have changed and standards along with it so it's a redundant feature.
