Does this 16713 appear to have been polished?
I recently purchased a reference 16713 (circa 2002) from its second owner. According to him, he is unaware of the piece having been polished in the past.
I brought it to my local RSC and the watchmaker who inspected it thought it did appear polished, on account of some roundness of the lugs not being as crisp as on modern Rolex references. My familiarity with vintage Rolex is currently limited, so I don't know if that might instead be a sign of (a) older design and/or (b) daily use. The watchmaker also opened the watch and determined the movement had not been serviced. To that end, I pose to the community: polished or unpolished? Photos: https://imgur.com/a/witILq1 |

If you can't tell that the watch is polished, maybe you shouldn't let it bother you. But yes, like most watches, it shows the signs of significant polishing on a buffing wheel.

It looks most evident to me in the 4th photo. I say it's definitely seen the wheel. The lug holes are no longer crisp, the edges of the lugs are rounded and the grooves on the bezel also look rounded. Overall, I would say it's not too horrible though because the lugs still look thick. Just not crisp anymore.
