Difference between "Swiss" and "Swiss Made"

Doesn't the representation "Swiss Made" have very specific conditions? Would the representation "Swiss" be a less rigorous designation? I'm an amateur just guessing here. I recall that Luminova was originally cooked up only in Japan and the Swiss subsequently got the process licensed so that they could cook it up inside Swiss borders. If that is correct, it leads me to wonder if the Luminova on those early Explorers (that is, early use of Luminova), such as the "U" in question here, was not of Swiss origin and therefore using the "Swiss" designation rather than "Swiss Made." Does this make any sense at all? thx, Brad
