Is it normal/allowed to list on both UK and US sites at the same time?
Or is it counted as one listings across the board?

How the listing appears on the different ebay sites depend upon how it is listed.

eg if you in the US and list an item and state it will only be posted/shipped within the US then is will only appear on ebay.com.

if however you list the item and select posts/shipping to US and UK and Australia for example then it will appear on ebay.com, ebay.co.uk and ebay.com.au and so on.

Depending upon which site a "buyer/viewer" logs into will determine which currency is shown as the primary currency.
