I agree 100%..."handling it right" is asking for and checking references.
I would not buy a Rolex part with cash, wire transfer or paypal if the seller did not have excellent references that I could verify.
As far as the price, if he really wants to sell the dial and you really want to buy it, it should not be so difficult to make a mutually beneficial transaction.
