Well the Ebay ad where you found this picture states that it's made to close Oyster cases but it seems like people here say it's a tool made for crystals instead. Since the seller doesn't seem to be a watch tools expert (not to say it's a bad thing) I'd probably go with what people here say.

This is what my Black belt in "Google-Fu" led me too:

"In order to properly close and seal a Rolex case, this tool is used to apply the correct amount of tension without damaging the case".
