Can an old style clasp be changed to the new style on two tone submariner?

The answer is yes.
The hard part would be to source the buckle/clasp, and if you do, be prepared for on or near 2K!

The new SS glidelocks are close to 2k.. I would at least double that for a TT version....

I say flip the current Submariner and put the funds + the 2k you'd spend on the TT Glidelock and you will be pretty close to a Subc!
