I think it's locked to 220 here. Our roads aren't good so there is no way one can push it beyond 200. Legal limit for freeways here is 110

Sure. he can't drive my car after he got his licence anyway. New drivers aren't allowed to drive turbos or V8, but learners can.
Legally I'm still in control of the vehicle when he's under my instructions/care.

Yes, it's pretty perky. A 5-speed stick shift, 1800 cc, 16 valve, Twin-Cam engine gives it quite a bit of grunt. Cruises along beautifully on the motor ways without skipping a beat.
