Does it harm a watch that is not moving?
Does it harm if it spends most of the time not in movement, I mean not on the wrist or watch winder? Is the same time interval for service if a watch isn't used much?

If you wore a watch once a month, then yes, you could extend the service interval.
Whether you could go 20 years before needing it done is open to conjecture, since no-one knows the exact deterioration rate of the oils used. The seals would have probably deteriorated well before then, but 2-3 year pressure testing would pick up when they’ve reached that point.
