Not all M serial numbers have engraving on the chapter ring. Guess it is because it's a transitional period for the chapter ring engraving on subs, sea dweller and a few others.

Buddy Orchi, better look around, they all don't have the engraved ring on the M. Just bought one two days ago, M series with no engraved ring - from an authorized Rolex dealer. I'd say it's 50/50 with/without. I've seen M subs, sea dwellers and GMT II's without the engraving.
Maybe they are all engraved where you live but not in the ole USA!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

M GMT-II 16710 don't have RRR.
M Seadweller don't have RRR. at least I have not seen one. Unless Rolex missed some, Submariners starts to have RRR in late Z-serials.
